[正] These people are in different situations, so we cannot adopt the policy of cutting at one stroke in dealing
with them.
注：“一刀切”不是使用同一把刀切东西，而是比喻不顾实际情况的不同而采取相同的处理方法。stroke 在这里指一刀切下去的动作，所以用作比喻非常形象。
