Thiruvananthapram: In a bid to crack down on junk food and squeeze out revenue, the Kerala government has for the first time imposed a 14.5% “fat tax” on burgers, pizza, tacos, doughnuts, sandwiches and pasta sold at branded restaurants and food retail giants.

Presenting the budget for 2016-17, finance minister Thomas Issac said on Friday that the key concern was to shore up tax revenue but officials said the levy was introduced for health reasons as well.

财政部长Thomas Issac汇报了2016-17年度的预算,他说,主要是为了增加税收,然而有官员称,这一税收的引入也是出于健康考量的。

“There has been an alarming trend in the growth of unhealthy eating habits among Keralites and we hope the fat tax will be a deterrent,” said Rajan N Khobragade, commissioner of commercial taxes.

The state government expects an additional revenue of Rs 10 crore out of the tax. Kerala ranks third after Punjab and Gujarat in terms of obesity, according to health experts.

However, the total percentage of obese people is only 3-4% of total population in the state. The percentage of obesity cases (people with 37.5 BMI) who require bariatric surgery is even less, and most of the overweight population have BMI in the range of 25-30, which does not require treatment.

然而,喀拉拉邦肥胖者只占总人口的3-4%。而需要接受减肥手术的肥胖者(身体质量指数BMI为37.5)的比例更低,大多数超重者的BMI介于25-30之间,是不需要治疗的。
