BEIJING-- China's Ministry of Commerce on Wednesday decided to reinvestigate its anti-dumping and anti-subsidy duties on US white-feathered broiler products in response to a WTO report that found China had violated certain rules.
北京消息，周三，中国商务部决定就对原产于美国的白羽肉鸡产品所采取的反倾销和反补贴措施进行再调查，以回应世贸组织称中国违反某些规定的报告。

中国商务部网站发布公告，中国将重新审查此前调查中已经获得的证据和信息（review the evidence and information），并将通过发放问卷、听证会（hearings）等方式进行再调查（re-examine）。
肉鸡（broiler chickens）是指在13周左右的时间达到屠宰重量（slaughter weight）的鸡，近来有关肉鸡的争议（disputes）成为中美这两个世界最大的经济体（the world's two largest economies）之间的主要争论源头（a major source of contention）。
2010年9月，宣布对原产于美国的进口（import）白羽肉鸡产品征收反补贴税和反倾销税，认定这类鸡产品（chicken products）在美国获得了补贴（subsidize），之后进入中国市场后以低于公平价值的价格（at a price less than the fair value）进行销售，使得我国白羽肉鸡产业受到实质损害（material injury）。
在中国实施“双反”措施后，华盛顿方面立即要求与北京进行磋商（consultation），并于2011年9月将中国的“双反”措施诉诸（appeal to）世贸组织争端解决机构（Dispute Settlement Body）。
今年9月，世贸组织争端解决机构通过了专家组报告（adopted a panel report）。专家组在国内产业认定（determination of domestic industry）、贸易水平差异（trade level differences）等问题上支持了中方做法，但同时也支持美国的主张（upheld the US claims），认为中国的“双反”措施在实施调查（conduct the investigations）以及反倾销税和反补贴税的计算（the calculation of the anti-dumping and countervailing duties）等方面违反了世贸组织《反倾销协定》（Anti-Dumping Agreement）的某些条款（acted inconsistently with certain articles，违反了某些条款）。
