water pollution是水污染。
国务院今日正式发布《水污染防治行动计划（The Action Plan for Prevention and Treatment of Water Pollution）》（又称“水十条”）旨在减少污染物（reduce pollutants），改善饮用水质量（improve the quality of drinking water），促进节水（promote water saving）。
该计划提出水污染防治十大措施，到2020年，长江（Yangtze River）、黄河（Yellow River）、海河等七大重点流域（river basins）水质优良（in good condition）比例总体达到70%以上。
中国大部分地区的水生态系统（aquatic ecosystem）破坏严重。据环保部的调查显示，我国60%的地下水（underground water）质量较差或极差（"bad" or "very bad"），31个主要湖泊（major lakes）中有17个被污染。
为了达到“水十条”提出的目标（reach the goal，达到目标），中国将采取淘汰落后产能（phase out outdated capacity）、提高用水效率（increase the efficiency of water use）、利用市场力量（market forces）管理水资源（manage water resources）等措施。
